［ワシントン／ブリュッセル １日 ロイター］ – トランプ米大統領は１日、欧州連合（ＥＵ）は米国との貿易協定を順守していないと主張し、ＥＵから輸入する自動車とトラックにかける関税を来週から２５％に引き上げると表明した。
トランプ氏は自身の交流サイト（ＳＮＳ）「トゥルース・ソーシャル」に「完全に合意されたわれわれとの貿易協定にＥＵが従っていないという事実に基づき、来週、米国に輸入されるＥＵの自動車とトラックに課される関税を引き上げる」と投稿。「自動車やトラックを米国の工場で生産すれば関税は一切かからないということは、十分に理解され、合意されているはずだ」とした。
トランプ氏はその後、ホワイトハウスで記者団に対し、関税を引き上げることで欧州の自動車メーカーは迅速に生産拠点を米国に移転せざるを得なくなると言及。「われわれはＥＵと貿易協定で合意しているがＥＵは順守していない。そのため、自動車とトラックへの関税を２５％に引き上げる」とし、「これにより米国に数十億ドル（の関税収入）がもたらされ、ＥＵによる生産移転をはるかに迅速に進めさせることができる」と語った。
欧州議会のベルント・ランゲ国際貿易委員長は「トランプ大統領の振る舞いは容認できない」と非難。「米国がいかに信頼できないか改めて示された」とし、「親しいパートナーに対する対応として到底受け入れられない。欧州は自らの立場の強さを活かし、最大限明確に、断固として対応する」と表明した。
その上で、ＥＵは米国と昨年合意した貿易協定を順守している一方で、米国はこの合意に繰り返し違反していると指摘し、「例えば、鉄鋼やアルミニウムを含む４００品目以上が、現在平均２６％の関税の対象となっている」と言及。「現在、法案を起草している。議会での立場はすでに固まっており、６月中の最終決定を目指している」と語った。
米政権高官はトランプ氏の今回の措置に関連して「ＥＵは合意から８カ月が経過した今も自動車に関する合意を履行していない」と指摘している。
１期目のトランプ政権で上級通商顧問を務め、現在はエイキン・ガンプ・ストラウス・ハウアー・アンド・フェルド法律事務所のパートナーを務めるケリー・アン・ショー氏は、今回の措置は通商合意を履行していない国・地域に対する初の執行措置に当たるとの見方を示し、昨夏にスコットランド・ターンベリーで署名された通商協定の履行がＥＵ側で進んでいないことを踏まえ、ＥＵとの亀裂が深まるのは数カ月前から予想されていたと述べた。
同時に、ＥＵにはなお関税引き上げ回避に向けた行動を取る時間は残されているとも指摘。トランプ氏の今回の措置について「特定の分野に限定されており、欧州に圧力をかけることが目的の可能性がある」と語った。
米商務省の元高官で現在は法律事務所キング・アンド・スポールディングのパートナーを務めるライアン・メジャラス氏は、イランに対する軍事攻撃への支持に一部の欧州諸国が消極的だったことに対するトランプ氏の不満が関係している可能性があると指摘。「ＥＵはこうした対応は受け入れられないはずだが、トランプ政権がそれを気にしているかは疑わしい。米政権はＥＵに対し極めて敵対的になっている」と述べた。
