１７日に両国が署名した覚書によると、ウクライナのシュミハル首相が来週初めにワシントンを訪問し、ベッセント米財務長官とともに協定に取り組む。２６日までに最終合意に向けた協議を完了し、その後すぐに署名することを目指す。
覚書によると、経済パートナーシップ協定や、ウクライナ復興のための投資基金設立も視野に置く。米国がウクライナの鉱物資源にどのようにアクセスするかや、米国が得る収益など最終的な条件は記載されていない。
鉱物資源開発に関する協定は、２月末のゼレンスキー大統領の訪米、トランプ大統領との会談に合わせて調印する予定だったが、首脳会談が物別れに終わったことから宙に浮いた状態になった。
