［ブリュッセル ２３日 ロイター］ – 欧州連合（ＥＵ）は２３日、ブリュッセルで開いた外相理事会でウクライナに侵攻するロシアに対する新たな制裁措置のほか、ウクライナに対する融資などについて協議したものの、ハンガリーとスロバキアが反対姿勢を崩さなかったため、合意は得られなかった。
ハンガリーはこの日、ロシア産原油を東欧へ運ぶドルジバ・パイプライン経由の原油輸送が再開されるまでＥＵの対ロシア追加制裁措置や対ウクライナ融資を阻止する姿勢を改めて表明。これに続きスロバキアも、ドルジバ・パイプライン経由の原油供給が再開されるまでウクライナからの緊急電力供給要請に応じない方針などを示していた。
ＥＵの外相に当たるカラス外交安全保障上級代表は記者団に対し「対ロシア制裁第２０弾ついて合意に至らなかった」と述べ、「これは望ましくない後退であり、伝えたくなかったメッセージだが、協議は続いている」と語った。
ＥＵのコスタ大統領は、ハンガリーのオルバン首相に対しウクライナ向けの９００億ユーロの融資に合意するよう呼びかけたものの、オルバン氏は、原油供給が正常化するまで「ウクライナに有利な決定を支持できる状況にはない」と書簡で回答した。

ウクライナは、ウクライナ西部のパイプライン設備をロシアが１月にドローン（小型無人機）で攻撃したことを受け、スロバキアとハンガリー向けのロシア産原油供給が停止していると説明しており、損傷部分の復旧を急いでいるとしている。
ただ、 ウクライナ保安局（ＳＢＵ）当局者はこの日、ドルジバ・パイプラインにつながるロシア領内タタールスタン共和国アルメチエフスク市近郊の施設を夜間にドローンで攻撃したと表明。パイプラインへの影響は明らかにしていないが、軋轢が高まる恐れがある。
ウクライナ非常事態庁によると、南部オデーサ州でドローンによる攻撃で少なくとも２人が死亡。ウクライナのクレバ・インフラ相は、ロシア軍はオデーサ州の港湾インフラを標的に攻撃したとしており、ロシアによるウクライナ全面侵攻開始から２４日で丸４年を迎える中、双方の攻撃はなお続いている。
