[ロンドン ２２日 ロイター] – 米国は２２日、世界保健機関（ＷＨＯ）を正式に脱退する。国内と世界の公衆衛生への打撃が懸念されるほか、２億６０００万ドルの分担金支払いを義務付ける米国内法に抵触した状態での離脱となる。
トランプ大統領は２０２５年の就任初日に大統領令を通じてＷＨＯ脱退を通知した。米国内法では、脱退には１年前の通知と未払いの分担金全額の支払いが義務付けられている。
米国務省の報道官は２２日、ＷＨＯが情報の統制や管理、共有に失敗したことで米国に数兆ドルの損失をもたらしたと指摘。大統領の権限を行使し、ＷＨＯへの資金提供や支援、リソースの移転を停止したと説明した。
同報道官はメールを通じ「米国民はこの組織に対し十分すぎる支払いを行ってきた。これまでの経済的損失は、いかなる財政義務の前払い分もはるかに上回っている」と述べた。
ＷＨＯのテドロス事務局長をはじめとする多くの専門家は過去１年、米国に再考を促してきた。テドロス氏は今月の会見で「米国が再考し、ＷＨＯに復帰することを願っている。脱退は米国にとっても世界にとっても損失だ」と語っていた。
ＷＨＯによると、米国は２４年と２５年分の分担金も支払っていない。ＷＨＯ報道官はロイターに対し、２月の執行理事会で米国の脱退とその対応について協議する予定だと明かした。
ジョージタウン大学オニール国際保健法研究所の創設ディレクター、ローレンス・ゴスティン氏は「これは明確な国内法違反だが、トランプ氏が押し通す可能性は極めて高い」とみる。
米国の脱退により、ＷＨＯは深刻な予算危機に直面している。すでに管理部門の体制を半減させ、各部門で予算を削減。全職員の約４分の１を今年半ばまでに削減する方針だ。米国は伝統的にＷＨＯにとって最大の資金拠出国であり、総予算の約１８％を拠出していた。
ＷＨＯと米国の間では、これまで情報の共有が行われてきたが、今後の協力体制については不透明だ。
米国の非営利団体ブルームバーグ・フィランソロピーズの公衆衛生プログラム責任者ケリー・ヘニング氏は「米国のＷＨＯ脱退は、世界が感染症の検知・予防・対応で依存するシステムや協力関係を弱体化させる可能性がある」と述べた。
