発展と繁栄を持続可能にするには、アフリカの大地に平和と希望の要素は欠かせません。
今年８月に横浜で開催される「第9回アフリカ開発会議（TICAD９）」では、アフリカにおける対人地雷をテーマにテーマ別イベントをおこないます。
世界では、自国の安全保障を理由に【対人地雷禁止条約】からの脱退を表明する国が相次いでいます。そんな中、日本は今年、同条約締約国会議の議長国を務めます。
私たち赤十字が支援する地雷被害者をエチオピアから招き、人道上の影響や被害の実情を知ることで、アフリカを安全で希望にあふれた大地とするべく皆さんと意見交換する場を設けます。どうぞ奮ってご参加ください。

大内 佐紀（読売新聞東京本社）
モデレータ―、調査研究本部研究員。1986年、読売新聞東京本社に入社して以来、記者として主に国際報道に携わり、ワシントン、ジュネーブ、ロンドンで特派員を経験。国際部次長、英字紙ジャパン・ニューズ編集長、編集局次長などを経て、2017年６月から現職。
テスフェイ・カッサ（地雷被害者、22歳）
エチオピア北部ティグレ州出身。2021年1月、家畜の世話をしていた際に地雷を踏んでしまい、脚の一部を失う。ICRCの支援を受けてリハビリを終了。
福岡 秋文（外務省軍縮不拡散・科学部 通常兵器室）
2003年外務省入省（トルコ語専門職）、トルコで２回勤務した（広報文化・儀典総務・政務）他、シンガポール（APEC事務局Program Director）及びアフガニスタン（経済協力班）でも勤務。2022年より現職（通常兵器室・課長補佐）、対人地雷禁止条約及び武器貿易条約（ATT）等を担当。2024年のATT第11回締約国会議では透明性報告作業部会（WGTR）議長を務めた。
小向 絵理（独立行政法人 国際協力機構（JICA）国際協力専門員（平和構築））
ウガンダ北部のスーダン難民キャンプや紛争後のルワンダ等において人道緊急支援に従事。ウプサラ大学大学院平和・紛争学部修士課程修了。1998 年から JICA の平和構築業務に携わり 2008 年より現職。アフリカ・中東・アジア・コロンビアの紛争影響地域での協力等、地雷・不発弾対策を含む JICA の平和構築の協力にかかる業務を実施。

• アフリカ連合 (AU) から一名：地雷対策にかかるAUの取り組みと、国際社会との連携
※基調講演、被害者による証言、登壇者全員による発表・意見交換の後に、来場された皆さんと質疑応答の場を設けます。

Peace and hope are fundamental when achieving sustainable development and prosperity in Africa.
At the 9th Tokyo International Conference on African Development (TICAD 9) to be held in Yokohama in August 2025, the ICRC will host a thematic event “Africa, a land of hope” focusing on the issues of anti-personnel landmines in Africa.
Recent announcements by some states to withdraw from the Anti-Personnel Mine Ban Treaty due to their national security concerns mark a dangerous setback.
As Japan serves as the chair country of the Conference of States Parties to the Convention this year, we will invite a landmine victim from Ethiopia, who has been supported by the ICRC, on the stage and discuss with experts concerned humanitarian consequences and risks of civilians being exposed to the weapons.

Saki OUCHI has joined The Yomiuri Shimbun in 1986 and mainly worked in the International News Department and was assigned as a correspondent based in Washington, Geneva and London. She was Deputy Managing Editor between 2016 to 2017 and holds her current position since June 2017.
Tesfaye Kassa
A 22-year-old cattle herder from Tigray, Ethiopia
Kassa sustained a life-altering injury in January 2021 during the Tigray conflict. While tending his livestock, he stepped on a landmine, resulting in the loss of part of his leg. He received physical rehabilitation services from a centre supported by the ICRC.

Eri KOMUKAI
Senior Advisor on Peacebuilding, JICA (Japan International Cooperation Agency)
Engaged in humanitarian emergency assistance in Sudanese refugee camps in northern Uganda and post-conflict Rwanda as an officer of International NGO. Completed a master’s degree in Peace and Conflict Studies, Uppsala University. She has been involved in JICA’s peacebuilding work since 1998 and has been in her current position since 2008. Her current responsibilities cover formulation, implementation and evaluation of projects and programs for JICA’s peacebuilding cooperation, including Mine Actions in conflict-affected areas in Africa, the Middle East, Asia, and Colombia. In 2000 and 2001, she worked as a JICA project formulation officer in the field of mine actions and support for reintegration of the ex-combatants. Her books include ” Bridging towards Peacebuilding – Reform and achievement of CMAC and South-south cooperation facilitated by JICA – “, etc.
