[ブリュッセル ２３日 ロイター] – フィンランド、アイルランド、チェコ共和国、エストニア、ラトビアの５カ国は、欧州連合（ＥＵ）域外の競合他社との競争力を高めるため、一部の企業が取引に対する審査の緩和を求めている動きに対し、ＥＵの合併規則を緩和すべきではないと警告した。
ＥＵの欧州委員会は現在、２００４年に制定された合併規則の見直しを進めており、４月に提案を公表して意見を求める方針だ。関係筋によると、汎欧州的な合併を促進する狙いがある。
５カ国はロイターが閲覧した文書で、経済的根拠があれば既存の規則で主要企業の創出がすでに可能であるため、合併規則を緩和する必要はないと指摘。
「規模そのものが（合併の）主な目的となるべきではない」とし、「免除や特別待遇ではなく、効率性、革新性、公正な競争によって成功する事業」を追求するよう求めた。
この文書は２月２６日のＥＵ閣僚会議で議論される予定。
５カ国は特に、より大きな会社がより多くの投資を促進するという欧州の通信事業者の主張に反論し、そのような効果を示す証拠は乏しいと指摘する規制当局の立場を支持した。
