[청솔뉴스=윤석성 기자] 부산시(시장 박형준)는 찰리나 비체바(Charlina VITCHEVA) 유럽연합(EU) 집행위원회 해양총국장과 마리아 카스티요 페르난데즈(Maria Castillo Fernandez) 주한 유럽연합(EU) 대사를 비롯해, 독일, 그리스, 아일랜드 등 11여 개국 유럽연합(EU) 회원국 대표단이 ‘제10차 아워 오션 콘퍼런스(OOC)’ 참석을 위해 28일 부산을 방문한다고 밝혔다.
주한유럽연합대표부는 대한민국과의 양자 간 경제 및 정치관계 강화역할을 수행하고 있으며, 지난해(2024년) 11월 시를 방문해 탄소중립을 위한 정책공유와 협력 방안을 논의한 바 있다.
유럽연합(EU) 및 회원국 대표단은 해양 분야 협력방안을 논의하고 실천적인 해양환경 캠페인에 참여하기 위해 부산을 방문하며, ▲박형준 시장과 해양분야 협력 간담회 ▲폐어망 수거 캠페인 ▲재활용시설 방문 등 다양한 활동을 가질 예정이다.
특히, 시의 폐어망 재활용(리사이클링) 사업에 주목해, 시, 사하구와 함께 28일 폐어망 수거(분류) 캠페인 등 폐어망 재활용 관련 협업을 진행한다.
캠페인은 오후 2시 사하구 다대포항에서 진행된다. 어선에서 수거된 폐기물을 재분류하고, 강서구에 있는 넷스파(주)를 방문해 수거된 폐어망이 재활용되는 전 과정을 함께한다.
넷스파(주)는 폐어망을 수거해 고기능성 나일론 원료를 생산, 이를 의류·가방·산업용 소재 등 다양한 분야의 고부가가치 섬유제품으로 재활용하는 부산기반의 소셜벤처 기업으로, 특히 시·사하구 등과의 지속적인 협력체계를 구축해 폐어망을 정기적으로 수거 및 재활용하는 등 해양플라스틱 저감과 순환경제 실현에 있어 시의 대표적인 민간협력모델로 평가받고 있다.
끝으로 유럽연합(EU) 및 회원국 대표단은 부산자원순환협력센터를 방문해 시의 자원순환정책에 대한 설명을 듣고, 폐기물을 활용한 다양한 전시품을 관람하는 등 시의 자원순환 시스템과 지속 가능한 환경관리 모델을 직접 경험하며, 부산의 선도적인 자원순환 정책에 대한 이해를 높일 예정이다.
마리아 카스티요 페르난데즈(Maria Castillo Fernandez) 주한 유럽연합(EU) 대사는 “지난 2023년 한-유럽연합(EU) 녹색분야 협력 증진을 위해 한-유럽연합(EU) 그린 파트너십을 체결했다”라며, “부산은 해양환경과 지속 가능한 자원관리 분야에서 중요한 협력파트너로, 해양환경 보호와 자원순환 시스템을 적극 추진하는 부산의 선도적인 정책은 우수하며, 이번 방문으로 유럽연합(EU)과의 협력 기회가 더욱 확대될 수 있을 것으로 기대한다”라고 전했다.
박형준 시장은 “이번 주한유럽연합대표부와 유럽연합(EU) 대표단의 부산 방문은 매우 값지고 중요한 국제협력의 계기로, 부산이 글로벌 해양도시로서 유럽연합(EU)과 다양한 분야에서 실질적인 협력을 이끌어 갈 수 있는 기반을 다지는 의미 있는 시간이 될 것으로 기대된다”라며, “앞으로도 우리시는 지속 가능한 해양환경을 조성하고 순환경제 구축을 위해 유럽연합(EU)을 비롯한 국제사회와의 협력을 더욱 공고히 해나가겠다”라고 전했다.

【チョンソルニュース＝ユン・ソクソン記者】釜山市（パク・ヒョンジュン市長）は、チャリーナ・ヴィチェバ（Charlina VITCHEVA）欧州連合（EU）欧州委員会海洋総局長とマリア・カスティジョ・フェルナンデス（Maria Castillo Fernandez）駐韓EU大使をはじめ、ドイツ、ギリシャ、アイルランドなど11カ国余りのEU加盟国代表団が「第10回アワー・オーシャン・カンファレンス（OOC）」への出席のため、4月28日に釜山を訪問すると明らかにした。
駐韓欧州連合代表部は、韓国との二国間経済・政治関係の強化を担う機関であり、昨年（2024年）11月には釜山市を訪れ、カーボンニュートラルに向けた政策共有と協力策について議論した経緯がある。
今回、欧州連合（EU）および加盟国代表団は、海洋分野での協力策を協議し、実践的な海洋環境キャンペーンに参加するために釜山を訪問する。主な活動としては、▲パク・ヒョンジュン市長との海洋分野協力に関する懇談会 ▲廃漁網収集キャンペーン ▲リサイクル施設の訪問などが予定されている。
特に、釜山市が進める廃漁網リサイクル事業に注目しており、市とサハ区と連携し、28日に廃漁網の収集・分類キャンペーンなど、廃漁網リサイクルに関する協力プロジェクトを進める予定である。
キャンペーンは、同日午後2時からサハ区の多大浦港で開催され、漁船から回収された廃棄物を分類し、江西区にあるネットスパ株式会社（NetSpa）を訪問し、回収された廃漁網がリサイクルされる全過程を視察する。
ネットスパ株式会社は、廃漁網を回収し高機能ナイロン原料を生産、それを衣料品・バッグ・産業用素材など様々な分野の高付加価値繊維製品にリサイクルする釜山拠点のソーシャルベンチャー企業である。特に釜山市、サハ区などとの持続的な協力体制を構築し、定期的な廃漁網回収・リサイクル活動を行っており、海洋プラスチック削減と循環型経済実現において、釜山市の代表的な民間協力モデルと評価されている。
また、欧州連合（EU）および加盟国代表団は、釜山資源循環協力センターを訪問し、市の資源循環政策に関する説明を受け、廃棄物を活用した様々な展示物を見学するなど、釜山市の資源循環システムと持続可能な環境管理モデルを直接体験し、釜山市の先導的な資源循環政策への理解を深める予定である。
マリア・カスティジョ・フェルナンデス駐韓EU大使は、「2023年に韓国とEUはグリーン分野の協力促進のために『韓国・EUグリーンパートナーシップ』を締結した」と述べた上で、「釜山は海洋環境と持続可能な資源管理分野における重要な協力パートナーであり、海洋環境保護と資源循環システムを積極的に推進する釜山市の先進的な政策は非常に優れている。今回の訪問を通じて、EUとの協力機会がさらに拡大することを期待している」と語った。
パク・ヒョンジュン市長は、「今回の駐韓EU代表部およびEU代表団の釜山訪問は非常に貴重で重要な国際協力の機会であり、釜山市がグローバルな海洋都市としてEUとの様々な分野で実質的な協力をリードしていくための土台を築く意義深い時間となるだろう」と述べ、「今後も釜山市は持続可能な海洋環境の造成と循環型経済構築のために、EUをはじめとする国際社会との協力をより一層強固にしていく」と強調した。

The European Union Representative in Korea is playing a role in strengthening bilateral economic and political relations with the Republic of Korea, and visited the city in November last year (2024) to discuss policy sharing and cooperation measures for carbon neutrality.
Delegates from the European Union (EU) and member states will visit Busan to discuss ways to cooperate in the maritime sector and participate in practical marine environment campaigns, ▲ a meeting with Mayor Park Hyung-joon for cooperation in the maritime sector, ▲ a campaign to collect waste fishing nets ▲ a visit to recycling facilities.
In particular, we will pay attention to the city’s waste fishing network recycling (recycling) project and collaborate with the city and Saha-gu on the 28th to recycle waste fishing nets, such as the collection (classification) campaign.
The campaign will be held at Dadaepo Port in Saha-gu at 2 p.m. After reclassifying the waste collected from the fishing boat, visit Net Spa Co., Ltd. in Gangseo-gu and share the entire process of recycling the collected waste fishing net.
NetSpa Co., Ltd. is a Busan-based social venture company that collects waste fishing nets to produce high-functional nylon raw materials and recycles them into high-value-added textile products in various fields such as clothing, bags, and industrial materials. In particular, it is considered a representative private cooperation model for reducing marine plastic and realizing the circular economy by establishing a continuous cooperation system with cities and Saha-gu.
Finally, delegates from the European Union (EU) and member states will visit the Busan Resource Circulation Cooperation Center to hear an explanation of the city’s resource circulation policy, experience the city’s resource circulation system and sustainable environmental management model by viewing various exhibits using waste, and enhance understanding of Busan’s leading resource circulation policy.
Maria Castillo Fernandez, Ambassador of the European Union (EU) in Korea, said, “We signed a Korea-EU green partnership to promote cooperation in the green sector of the Korea-EU in 2023. Busan is an important cooperative partner in the field of marine environment and sustainable resource management, and Busan’s leading policy of actively promoting marine environment protection and resource circulation systems is excellent, and we expect this visit to further expand opportunities for cooperation with the European Union.”
Mayor Park Hyung-joon said, “This visit to Busan by the European Union delegation and the European Union (EU) delegation is a valuable and important opportunity for international cooperation, and it is expected that Busan will be a meaningful time to lay the foundation for practical cooperation with the European Union (EU) in various fields as a global maritime city.”
