注目集めるカナダ産木質ペレット
地球温暖化防止の鍵を握る再生可能エネルギーの一つとしてバイオマス発電が注目を集めている。日本は燃料となる木質ペレットを輸入に頼っており、バイオマス発電を推進していくためには高品質で安定的なペレットの調達が大きな課題。
ここではバイオマス発電の持続可能性向上に寄与するカナダ産木質ペレットの最新動向やメリットを紹介する。
原料は全量廃材・残材で

カナダ全土に生産拠点を持つ５０以上の木質ペレット生産者をはじめとした供給者、顧客、企業などで構成するカナダ木質ペレット協会（ＷＰＡＣ）。加盟会員は責任ある再生可能なクリーンエネルギーを世界に供給することに尽力している。
カナダ産ペレットの原料は製材工場などで排出される廃材が８５％を占め、残りの１５％は林地から採取される残材で補っているため、１００％廃材・残材由来となっている。貴重な原木資源を余すことなく有効活用することで安定的な供給を実現し、廃材・残材を活用した持続可能なエネルギー源として原料の段階から環境負荷を軽減している。
厳格な森林法規制と複数の第三者認証
バイオマス発電は太陽光や風力発電と異なり、天候に左右されにくいため、電力の安定供給が可能だ。一方で、日本国内のバイオマス発電事業は燃料のパームヤシ殻（PKS）や木質ペレットなどを輸入に依存している。近年ではPKSの調達が難しくなっていることもあり、木質ペレットの輸入量が増加傾向にある。こうした中、長期的な安定調達だけでなく、木質ペレットの供給源である森林そのものの持続可能性も課題となっている。
カナダ産木質ペレットが持続可能な燃料とされる根拠として、国際的に認められた第三者による複数の森林管理認証が挙げられる。森林管理協議会（FSC）にはカナダ版規格があり、他にもカナダ規格協会（CSA）と持続可能な森林イニシアチブ（SFI）という２つのカナダ森林管理規格があり、世界最大規模の森林認証制度PEFCの認証を受けている。さらにカナダの木質ペレット生産者は持続可能なバイオマスプログラム（SBP）による第三者認証も取得。これら世界をリードする認証制度とカナダの厳格な森林管理法規制とが相まって、森林そのものからエンドユーザーに至るサプライチェーンの全段階において、木質ペレットの合法性と持続可能性を担保し続けている。
日本市場シェア２位 温暖化防止に貢献へ

財務省貿易統計によると、日本の木質ペレットの輸入量は２５年に前年比３５％増の８６３万トンを記録した。このうちカナダからの輸入は１２９万トンで、市場シェアでは１５％を占め、ベトナムに次ぐ２位。カナダの輸出先として、日本は２３年に英国を抜いてトップに立っている。米コンサル会社のFutureMetricsによると、日本のペレット消費量は３０年までに２３年比で３０％増加すると予想されており、カナダの製造業者にとっても日本市場の重要性は高まっている。WPAC専務理事のゴードン・マレー氏は「日本のパートナーの皆さまに対し、森林管理に関する厳格な法規制と第三者機関による監査のもと、責任ある管理がなされた森林から供給される再生可能で低炭素のエネルギーを安定的にお届けすることを約束します」と日本の温室効果ガス削減目標の達成に貢献していく考えを示している。
