[ジュネーブ １０日 ロイター] – 国連人権理事会が設置した「ウクライナに関する独立国際調査委員会」は１０日公表した報告書で、ロシアによるウクライナの子どもたちの強制移送は人道に対する犯罪に該当するとの見解を示した。
ウクライナ側の主張では、２万人近くの子どもがロシアおよびベラルーシに不法な形で送られ、一部は軍事訓練を受けてウクライナ軍との戦闘を強要されているという。
国際刑事裁判所は違法な子ども連れ去りに関してロシアのプーチン大統領らに逮捕状を発行。ロシア政府は、子どもの意思に反する移送はしていないと否定している。
しかし今回の報告書には「調査委員会は、ロシア当局による人道に対する犯罪と戦争犯罪の標的が、最も脆弱な犠牲者のグループに属する子どもに向けられたと結論付けた。これらの犯罪は子どもの生活や未来に取り返しの付かない結果をもたらした」と記された。
こうした移送については、ロシアが占領したウクライナ領土のさまざまな地域で発生し、高度に定型化されたやり方を伴っている点から、組織的な行動だと指摘。ロシアの最高レベルの当局者が調整に従事してきたと付け加えた。
ウクライナのシビハ外相は報告書の公表を評価し、子どもの確実な返還のため各国がロシアへの圧力を強めるよう呼びかけた。
