[ブリュッセル １２日 ロイター] – 欧州連合（ＥＵ）の欧州委員会は、２００４年に施行された合併規則の見直しにおいて、域内企業の国境を越えた買収を容易にする方針だと、事情に詳しい関係者が明らかにした。承認条件を明確化し、春にも草案を公開して意見募集を行うという。
欧州が米中への経済的依存を低減させようとする中、特に通信事業者を中心に、合併規制の緩和を求める声が高まっている。
コスタ欧州理事会議長（大統領）はベルギーでのＥＵ首脳会議後の記者会見で、行動の必要性で一致したと表明。「通信などの一部分野では、必要な投資とイノベーションを達成するため、一定程度の企業統合を認めるべきとの議論があった」と説明した。
関係筋によると、規制当局が案件を審査する際に考慮する合併のメリットとして、イノベーション、持続可能性、レジリエンス（耐性）、投資、雇用に焦点が当てられている。
ＥＵの合併規則は従来、価格上昇や品ぞろえの減少を招かないことを担保する目的で運用されてきたが、批判派はイノベーションや投資などの要素も考慮に入れるよう規制緩和を主張している。
