For the first time, Tokyo came in second in the annual Global Power City Index, which ranks cities according to their ability to attract people, enterprise and capital.
Released Dec. 17 by the Mori Memorial Foundation, the rankings score cities against six different categories — economy, research and development, livability, environment, cultural interaction and accessibility.
